LETTER TO THE STOCKHOLDERS

Dear Stockholders:

"Free water" is normally used as a last resort. The entire system requires a little over 1400 cfs. So you can see that even if half of the usage didn't occur there would likely not be enough water for those that did take especially when you add transit loss into the equation. While it sounds good to go to "free water" now it doesn't make sense yet. Going to it this early would likely cause Lamar division to receive none or more than it could use. Alot of times users will run only during the day time hours and in a few short days alot of water would accumulate at the bottom. I am not against going to "free water". You just have to be careful not to jump to it too soon or some users that want water may not receive it. I have tried to explain both sides of 'free water " so hopefully you can see the dilemna we could be facing.  It is very likely that we could go to 762 and stay there until November 15. "Free water" is still a possibility.
